Preheat oven to 400 F.
In a large pot bring water to a boil.
Add potatoes and cook about 20 minutes.
Meanwhile, heat a large skillet with oil.
Saute onions, garlic and carrots until tender.
Add turkey and cook until well browned.
Drain turkey and return to the hot skillet.
Add broth, flour, green peas, Worcestershire sauce and ketchup.
Bring to a boil, reduce heat and simmer for 5 minutes.
Remove potatoes from boiling water.
Mash with milk and cheese.
In a 9 x 13 casserole dish layer and press meat mixture into the bottom of the pan evenly.
Then spread the mashed potato mixture on the top.
Bake for 30 minutes.
Serve.
