Mix light mayonnaise, reduced fat sour cream, lime zest, lime juice, and cilantro in a bowl.
Add salt and pepper to taste.
In a shallow bowl add 3/4 cup of panko crumbs.
In another bowl, combine salmon, chilies, scallions, 3 tbsp of the mayonnaise mixture, remaining panko crumbs, salt, and pepper.
Form salmon mixture into patties that are about 3 1/2 inches thick.
There should be enough for about 4 patties.
Place patties in panko breadcrumb bowl to cover outside of patty.
Place oil in a skillet on medium-high heat.
Add patties once heated up.
Cook until golden brown on each side.
(about 3-4 minutes per side)Serve with the remaining mayonnaise mixture.
